I am commanded by the Army Council to acknowledge your letter
of 28th July 1919, No.38043/1919, and to inform you for the infor-
mation of Lord Milner that, if the "fficer Administrating the Gov-
ernment of Hong Kong considers it desirable, the Council hold the
view that the Proclamation under Section 189(2) of the Army Act
should be extended.

I am to add that as soon as peace is ratified by the Allied
Powers the Army Council propose to issue a new Army Order cancelling

Army Order No. 544/1914,which notified that all troops serving under
the Army Act, except in India, were to be considered on Active Ser-
vice, and pointing out that from the date of New Army Order troops
will only be on Active Service within the meaning of the Army Act
if they fall within any of the conditions prescribed in Section
182 of that Act.
